Abstract

Volatile food inflation is a major challenge in maintaining food price stability in Indonesia. According to the Official Statistical News from the Central Statistics Agency (2024), the trend of food inflation shows an increasing trend from 3,62% in 2020 increasing to 6.73% (month-to-month) in 2023.Although there was a national decrease in inflation by 0,12% (y-on-y) in December 2024, data from the Central Statistics Agency indicates significant spatial disparities, especially in Eastern Indonesia which still record inflation above 5%. This disparity reflects the continuing weaknesses in domestic production, distribution and logistics systems, dan policy responses at the local level. This study aims to identify the root causes of volatile food inflation through a spatial data-based 5 Why’s approach. The analysis results show that high inflation is triggered by price instability due to production disruptions, uneven distribution, data limitations, and  the role of speculators in the supply chain. Through the evaluation of four policy alternatives using six Dunn criteria (1999), this study recommends one main policy, namely Program Synergy Between The National Food Agency and The Provincial, District/City Food Departement. This policy is deemed the most effective in ensuring supply stabilization, food availability, and dampening price spikes in affected areas, as well as in supporting more targeted, spatial, and sustainable food inflation control.
