Abstract

ABSTRACT

This study aims to examine the influence of cyberloafing behavior, organizational culture, and work environment on the performance of employees at the Central Bureau of Statistics (BPS) in districts/cities across North Sumatra Province, with self-control as a moderating variable. A quantitative approach was employed through a survey of 290 respondents, and data analysis was conducted using Partial Least Squares-Structural Equation Modeling (PLS-SEM). The findings reveal that organizational culture has a significant and positive impact on employee performance, while cyberloafing and work environment do not show a statistically significant effect. Furthermore, self-control does not significantly moderate the relationship between the independent variables and employee performance. These results suggest that organizational culture plays a pivotal role in enhancing employee performance in the digital era, whereas socially oriented cyberloafing behavior may be tolerated without substantially diminishing productivity. This research contributes theoretically to the development of digital performance models and offers practical implications for government institutions in designing evidence-based policies to improve employee effectiveness.
