PERAN TEKNOLOGI INFORMASI DALAM TRANSFORMASI SEKTOR PUBLIK: KAJIAN SISTEMATIS LITERATUR

This study aims to analyze the role of information technology (IT) in driving public sector transformation through a systematic literature review (SLR). A total of 20 articles published in Scopus-indexed journals (Q1–Q2) and Sinta 1–2 between 2019 and 2025 were reviewed and synthesized. The findings indicate that digital transformation in the public sector is strongly influenced by the integration of emerging technologies such as blockchain, artificial intelligence (AI), big data, cloud computing, and smart technologies. These technologies enhance efficiency, transparency, accountability, and citizen participation while simultaneously supporting sustainability goals. However, several challenges remain, including regulatory gaps, organizational resistance, data privacy issues, and limited leadership capacity. Digital leadership and adaptive IT governance are identified as critical success factors that balance efficiency and innovation. Moreover, public trust and citizen participation through co-creation are essential for ensuring legitimacy and inclusiveness in digital service delivery. The study also highlights the link between digital transformation and sustainability, where practices such as circular economy and ESG integration are increasingly relevant. Overall, the review emphasizes that technology acts as a catalyst for change, but its success largely depends on governance frameworks, leadership competencies, and collaborative engagement with citizens.
