TRANSFORMASI DIGITAL PERADILAN: ANALISIS DAMPAK PENERAPAN E-COURT TERHADAP MANAJEMEN KINERJA DI PENGADILAN NEGERI BREBES

Digitalisasi sistem peradilan melalui E-Court telah mulai mengubah pengelolaan peradilan, namun dampaknya terhadap manajemen kinerja staf belum banyak diteliti. Penelitian kualitatif ini bertujuan untuk menganalisis dampak E-Court terhadap sistem manajemen kinerja, melalui perspektif petugas E-Court dan tenaga teknis di Pengadilan Negeri Brebes. Pengumpulan data dilakukan dengan wawancara mendalam, observasi, dan analisis dokumen, yang kemudian di analisis secara tematik. Temuan penelitian ini mengungkap hal-hal sebagai berikut: (1) adanya perubahan pola beban kerja yang disertai dengan double burden akibat duplikasi input, (2) sistem manajemen kinerja yang kaku dengan indikator yang tidak relevan dengan beban kerja digital, dan (3) ketimpangan antara kebijakan digital dan pengelolaan SDM yang memicu stresse. Penelitian ini menyimpulkan, untuk menjadikan sistem pengadilan digital memadai, sistem manajemen SDM harus disesuaikan dengan pengelolaan SDM. Sebagai rekomendasi praktis, penelitian ini mengusulkan pengembangan kerangka model manajemen kinerja adaptif.
