MANAJEMEN TALENTA DI SEKTOR PUBLIK: TINJAUAN KEPUSTAKAAN

Penelitian ini bertujuan untuk mengkaji perkembangan, praktik, dan tantangan manajemen talenta (Talent Management/TM) di sektor publik. Penelitian ini menggunakan pendekatan Systematic Literature Review (SLR) yang dipandu oleh metodologi PRISMA. Artikel dikumpulkan dari basis data bereputasi (Scopus, Web of Science, Sinta, dan Google Scholar) dan diseleksi menggunakan kriteria inklusi dan eksklusi. Studi yang membahas adopsi, strategi, dan dampak TM dalam organisasi publik dimasukkan. Hasil tinjauan menunjukkan bahwa TM di sektor publik dipengaruhi oleh empat tema dominan: (1) penyelarasan strategis TM dengan agenda reformasi dan modernisasi sektor publik, (2) peran TM dalam membangun kepemimpinan dan perencanaan suksesi, (3) kontribusi TM terhadap motivasi, retensi, dan kinerja pegawai, serta (4) tantangan penerapan TM dalam birokrasi dan lingkungan dengan keterbatasan sumber daya. Secara keseluruhan, temuan ini menunjukkan bahwa TM yang efektif mampu meningkatkan kapasitas organisasi, kualitas layanan, dan kepercayaan publik. Tinjauan ini terbatas pada basis data dan rentang waktu tertentu sehingga mungkin belum mencakup seluruh studi relevan di tingkat regional. Penelitian ini memberikan wawasan bagi pembuat kebijakan, manajer SDM, dan administrator publik dalam merancang strategi TM yang sesuai dengan konteks pemerintahan. Penekanan pada inklusivitas, pengembangan kepemimpinan, serta transformasi digital menjadi kunci dalam memperkuat modal manusia di institusi publik.
