This study aims to analyze the effectiveness of collaboration between the Central Java Regional Team of the State Intelligence Agency (BINDA) and the Regional Early Warning Team (TKDD) in gathering strategic information to support early threat detection. The research approach used a qualitative descriptive method through a case study, with eight informants selected using a snowball sampling technique. Data were obtained through in-depth interviews, field observations, and documentation, and validated through triangulation. The results indicate that the BINDA-TKDD collaboration has established a Collaborative Advantage in regions characterized by open communication, balanced contributions, and trust between personnel. Key supporting factors include shared goals, regular and flexible communication, inter-agency trust, and leadership support. However, obstacles remain, including sectoral egos, inaction of TKDD members, and differing understandings of strategic issues, which contribute to Collaborative Inertia in some regions. The study concludes that the effectiveness of regional intelligence collaboration is highly dependent on strengthened communication, trust, cross-sectoral coordination, and ongoing collaborative evaluation.
