Implementasi Kebijakan Penggunaan Aplikasi Fasih dalam Transformasi Proses Bisnis Statistik di BPS Provinsi Kepulauan Bangka Belitung

This study aims to analyze the policy implementation regarding the use of the FASIH (Flexible Authentic Survey Instrument Harmony) application in the transformation of statistical business processes at BPS (Statistics Indonesia) of Bangka Belitung Islands Province. The analysis covers policy standards and objectives, resources, characteristics of the implementing organization, communication, socio-economic and political conditions, and the disposition of implementers. A qualitative method with a descriptive approach was employed. Data were collected through observation and in-depth interviews with 10 informants selected via purposive sampling, representing BPS Headquarters, BPS Bangka Belitung Islands Province, BPS Pangkalpinang City, and statistical partners. Data analysis utilized the Miles and Huberman model—involving data reduction, data display, and conclusion drawing—while data validity was verified through technique and source triangulation. The results indicate that the implementation of the FASIH policy is underway and has been positively received by implementers, primarily due to its ability to enhance efficiency, accelerate data collection, reduce paper usage and data entry requirements, and support the digital documentation of statistical processes. However, implementation has not been fully optimal due to the absence of specific regulations and Standard Operating Procedures (SOPs) for FASIH with formal legal standing, limited device availability, variations in partner-owned device specifications, application glitches and server capacity issues, and suboptimal technical responsiveness between BPS Headquarters and regional offices. Furthermore, although implementers hold a positive disposition toward digitalization, experiences with errors, risks of data loss, and limited application features have prompted some officers to record data using paper questionnaires as a backup mechanism, thereby creating an implementation gap regarding the paperless principle. The study concludes that while FASIH has become a vital instrument in transforming statistical business processes at BPS Bangka Belitung Islands Province, its implementation effectiveness requires strengthening through more robust regulations and SOPs, improved technological infrastructure stability, refined application features, enhanced communication and technical support, and continuous supervision and guidance.
