Implementasi Kebijakan Pengelolaan Hutan, Kinerja PNBP, dan Visibilitas PDRB Kehutanan di Provinsi Bali

This study aims to analyze the implementation of forest management policy in Bali Province by examining the factors influencing the performance of forestry Non-Tax State Revenue (PNBP) and the visibility of the forestry sub-sector's contribution to the Gross Regional Domestic Product (GRDP). A qualitative approach with a single instrumental case study design was employed. Data were gathered through in-depth interviews, observations, and document analysis involving informants engaged in forest management, PNBP, Social Forestry, and forestry economic data management. Analysis utilized the Mazmanian and Sabatier policy implementation framework while remaining open to emerging themes. The results indicate that the suboptimal performance of forestry PNBP is driven by limited human and technical resources, weak budgetary support, complex administrative and payment systems, lengthy work plan approval processes, limited facilitation/assistance, and uneven capacity and productivity among Social Forestry groups. Meanwhile, the low visibility of the forestry sector's contribution to GRDP does not merely reflect weak economic activity or policy implementation; it is also influenced by suboptimal data governance, business activity classification issues, weak data integration, and inadequate attribution of forestry economic value. The study concludes that forest management issues in Bali Province stem from a combination of implementation failure, policy-design failure, and governance-measurement failure. Consequently, increasing PNBP requires simplifying procedures and strengthening the capacity of implementers and support services, whereas enhancing GRDP visibility requires the integration and strengthening of cross-sectoral forestry economic data governance.
